Chester A. Arthur 21st President
Chester A. Arthur was born on October 5, 1830 in North Fairfield, Vermont. He became president because of the assassination of James A. Garfield. He was never imagined to be at the top his friends were still surprised. Arthur enacted a Civil Service Commission, this meant that new comers must commit to a civil service before entering the occupation. Arthur was not nominated for the Republican party again. He died on November 18, 1886 in New York City, New York.
